Сущность концепции «нормативной силы» Европейского союза

Аннотация
Традиционно, исследуя внешнюю политику того или иного государства, специалисты фокусируют свое внимание на международной обстановке и национальных интересах сторон, однако подобный подход не в полной мере соответствует задачам изучения внешней политики Европейского союза, который является примером уникальной в своем роде интеграции государств. Одним из современных подходов, стремящихся описать природу ЕС как актора мировой политики, выступает концепция «нормативной силы» Европейского союза, согласно которой «сила» ЕС заключается в способности изменять представления международного сообщества о «норме». Именно описанию особенностей концепции «нормативной силы» Европейского союза и посвящена настоящая статья. Принимая во внимание, что идея нормативности внешней (а в определенной степени и внутренней) политики ЕС — во многом «продукт» своего времени, автор описывает исторические предпосылки ее возникновения. Рассматриваются три подхода к пониманию данной концепции, анализируется соотношение понятий «нормативной» и «мягкой силы», а также сокрытые в данном подходе противоречия. В заключение определяются перспективы развития исследований, основанных на концепции «нормативной силы» Европейского союза.
