Перспективы сетевого сотрудничества России и стран ЕС в инновационной сфере на Балтике
Аннотация
Анализируются развивающиеся в Балтийском регионе процессы транснациональной (между странами) и трансграничной (между приграничными регионами разных стран) кооперации и интеграции, в том числе в инновационной сфере. Отмечается, что Россия отстает от Северных стран и Германии в инновационном развитии и сопоставима с Польшей и странами Балтии, поэтому характер инновационного сотрудничества с этими группами стран неодинаков. Международная кооперация выгодна всем участвующим в ней сторонам, поэтому следует усиливать ее стимулирование. Подчеркивается особая роль в развитии сотрудничества РФ и ЕС Северо-Западного федерального округа (СЗФО), ряд субъектов которого расположен на границе со странами ЕС. Он участвует в формировании сетевых инновационных структур как в масштабе Балтийского региона, так и в приграничном сотрудничестве, включая формирование трансграничных инновационных кластеров. Перспективным названо формирование территориально локализованных инновационных сетей: трансграничных инновационных кластеров Хельсинки — Санкт-Петербург — Таллин, Трехградье (Гданьск, Гдыня, Сопот) — Калининград — Клайпеда. Санкт-Петербург с Ленинградской областью, а также Калининградская область могут стать регионами — инновационными коридорами развития между РФ и ЕС, полюсами роста экономики Российской Федерации.
The processes of transnational (i. e. one that involves countries) and cross-border (involving adjacent regions of different countries) cooperation and integration are rapidly developing across all fields in the Baltic Sea area, including the field of innovations. Russia lags behind the Nordic countries and Germany as far as innovative development is concerned, yet our national pace here is comparable to that of Poland and the three Baltic States. At the same time, the types of innovative cooperation vary a great deal depending on the group of countries involved in cooperation processes. Independent of its type, however, international cooperation is beneficial for all parties concerned and should therefore be more actively encouraged. Northwestern Federal District traditionally plays a special role in the development of Russia-EU cooperation since a number of its constituent areas border on the EU countries. The District participates in the development of network innovative structures both within the Baltic region and in cross-border cooperation; an activity which involves the formation of transborder innovative clusters. There are high expectations associated with the formation of such territorially localised innovative networks, as the Helsinki-Saint Petersburg-Tallinn and Tricity (Gdansk, Gdynia, Sopot)-Kaliningrad-Klaipeda transborder innovative clusters. The city of Saint Petersburg and the adjacent Leningrad region, as well as the Kaliningrad region can become innovative development corridors between Russia and the EU and, in time, develop into the ‘economic growth poles’ of the Russian Federation.
